It will take only a few large organisations stupid enough to start requiring WCAG 2 conformance for accessibility consultancy to become a booming business.

Agreed. WCAG 2 in it's current form is crazy. In the meantime we can make sure companies spend less on accessibility testing by using the Ruby Accessibility Analysis kit to do basic assessment of accessibility in HTML documents:
